Social business is not the golden solution to poverty, but it is an opportunity given to entrepreneurship, to contribute to the social and economic life of a marginalized community.
We have tasked ourselves to create a positive model of how the garment industry in Albania can be more social, offer better working conditions, better treatment and better opportunities to its employees and more positive impact to the community.

CityTex Project for a Social Business Garment Company

This unique project, the first of its kind in the Balkans and Southeast Europe, will be implemented in the Former Metallurgical Plant in the Elbasan area. It aims to foster employment and improve the social and economic situation of the Elbasan community, which has a high number of unemployed women and youth. With a youth unemployment rate of 35.3%, this social business seeks to maximize its social and economic impact in the region.
The goal is to employ women and youth from Elbasan, covering costs while achieving significant social impact through its revenue model.
Success will not be measured by profit but by the social impact on women, their families, and the community of Elbasan. Investments in this social business aim to improve the lives of women, youth, and their families in Elbasan. Employment in the garment industry will address unemployment and reduce social and economic problems in the area.

Business Description

Social Business Concept

The primary goal of this social business is not profit, but ongoing involvement in employment and social activities, particularly for women and youth. Assets and profits are used to support the business’s activities. The social business aims to employ 120 women and youth by the end of 2016, and around 200-250 within 2-3 years, producing T-shirts, polos, pants, and workwear for foreign clients and the domestic market. 

Objectives of this social business are to:

Promote the social integration of women and youth in Elbasan and reduce poverty by

  • Providing access to education, health services, and technology.
  • Offer real employment opportunities to support families’needs and help achieve
  • financial and economic sustainability.
  • Create a comfortable workplace that meets sanitary and occupational safety conditions.
  • Provide employees with wages and social and health insurance.
  • Foster a family-like atmosphere in the workplace.
  • Contribute to the local economy by supporting the retail chain in Elbasan.
  • Reduce societal issues such as crime, alcohol abuse, and school dropouts.
  • Protect the environment by using eco-friendly materials and technology.
  • Improve community life by allocating budgets for kindergartens, schools, farms,
  • sanitation, water supply, and the restoration of religious monuments.

These objectives address both business and social impacts, divided into social impact objectives and financial sustainability objectives

Regardless of type, objectives of this social business are SMART:

Specific: Well-defined goals to improve the social and economic status of the Elbasan community, especially for women and youth.
Measurable: Quantifiable targets, with 70-80 employees by the end of 2016 and 200-250 employees in the mid-term.
Achievable: Realistic plans based on staff experience and local government cooperation.
Relevant: Aligned with the mission to improve social and economic conditions in Elbasan.
Time-bound: Structured phases for short-term and mid-term goals.

Social and Environmental Impact:

The main goal is community involvement in employment and social activities, particularly for women and youth. By the end of 2016, 120 women and youth will be employed, increasing to around 200 in the mid-term. This will have a direct social and economic impact on their families and indirectly improve the economic situation in Elbasan. The main social goals are to: Promote social integration and offer real employment opportunities. Create a supportive workplace atmosphere. Support and improve the retail chain in Elbasan.
Environmentally, the business will use ISO – certified materials and eco-friendly technologies. Brands like Pfaff, Juki, Brother and Typical, provide energy-saving, environmentally conscious sewing machines that adhere to international standards and contribute to environmental protection.
Who is the target group?
The primary target group is women and youth in Elbasan. The municipality has 46,652 inhabitants facing significant social and economic challenges. Apart from public institutions, there are no companies offering employment opportunities for this community.
How will your social business answer this need?
Improving the lives of women and youth in Elbasan will be achieved through employment in the social business garment company. This workplace will offer not only employment but also a space for social integration and idea sharing among women and youth.
Who will benefit from your business?
The main beneficiaries are women, their families, and especially their children. This business will enable children to attend kindergarten and school, and meet daily needs for food and medical care. It will also reduce the number of unemployed individuals, lessening the social aid burden on the Municipality of Elbasan. A better economy means fewer social problems and improved public order.
What differences will your business bring?
The social business will bring both social and economic benefits. Socially, it will promote the integration and socialization of women. Economically, it will help families meet daily needs, support children’s education, and reduce reliance on social aid.

Ethical requirements applied by CityTex Company

  • BACKGROUND

EU Armed Forces standard strives to ensure that any acquisition on behalf of the North Atlantic Treaty Organization (NATO) reinforces the positive developments within society involving people, society and the environment among others. In order to achieve this goal, there are a number of requirements to any NATO Contractor, like CityTex Company as. Among these duties and obligations involving a Contractor’s social, environmental and financial responsibility are effective measures for anti-corruption and business management. 

NATO Ethical requirements to all Contractors, CityTex Company included as well, supplements the Contractor’s signed Self-Assessment and Ethical Declaration provided for review to each Ministry of Defense in relevant acquisitions. 

2. SOCIAL RESPONSIBILITY 

     2.1.    INTRODUCTION 

CityTex Company complies with the basic requirements for human rights, labor rights and the environment. The scope of delivery is made under conditions consistent with the requirements set forth below. These requirements are based on fundamental UN conventions, ILO conventions and national labor legislation at the place of production. 

     2.2.    UN HUMAN RIGHTS 

CityTex Company respects UN Human Rights. 

     2.3.    FORCED LABOUR/SERVITUDE 

     (ILO Convention nr. 29 and 105) 

In CityTex Company, we have no form of forced labor, servitude or involuntary    work. 

The workers cannot provide a deposit or identity document to the employer and shall be free to terminate their employment with reasonable notice. 

     2.4.    ASSOCIATION / COLLECTIVE BARGAIN CONVENTION 

     (ILO Convention nr. 87, 98) 

With no exception, the workers are entitled to join or establish trade unions of their choice and to negotiate collectively. 

CityTex Company does not discriminate or allow such behavior against union representatives nor prevent them from performing their trade union work. 

If law limits these rights, CityTex Company facilitates and, in any event, prevents parallel mechanisms for free and independent organization and negotiation. 

       2.5.    PROHIBITION OF CHILD LABOUR 

      (UN Convention on the Rights of the Child, ILO Convention nr. 138, 182) 

Children have the right to be protected from economic exploitation at work, and the right to be protected from carrying out work that may impair educational and development opportunities.

The minimum age must not be below the age of 15 (14 or 16 years in certain countries). Children under the age of 18 should not perform work that endangers health or safety, including night work. 

      2.6.    DISCRIMINATION 

      (ILO Convention nr. 100 to 111) 

In CityTex Company there is no discrimination in working life based on ethnicity, religion, age, disability, gender, marital status, sexual orientation, union membership or political affiliation allowed.

      2.7.    WORK ENVIROMENT 

      2.7.1.  PAY AND WORKING CONDITION 

CityTex Company ensures that employees in their own organization and employees of any subcontractors do not have inferior pay and working conditions than those provided for in the applicable national collective agreement, or that which is normal for the place and occupation concerned. 

The working environment is safe and hygienic, given the prevailing knowledge of the industry and particular hazards. At the production site, the working environment complies with a set of national legal minimum standards for safety and hygiene. Appropriate measures are taken to prevent accidents and health damage resulting from, associated with or occurring in connection with work, as far as possible by minimizing the causes of danger(s) in the working environment. All employees have access to health and safety equipment / protective gear meeting national minimum standards. 

Employees are informed periodically of any health risks associated with the work. 

      2.7.2.  OVERTIME 

Hours per week do not ever exceed national legal standards. 

Workers always do receive overtime allowance, in accordance with national legal standards. 

      2.7.3.  REQUIREMENTS FOR WORK AGREEMENT 

All workers have a work contract written in Albanian language, their mother language which they understand. 

Employee obligations under international conventions and national social security legislation, which follows from the ordinary employment relationship, are not circumvented through the use of short-term contracts (such as choreography, casual work, day-to-day work), subcontractors or other working conditions.

3.  ENVIRONMENTAL RESPONSOBILITY 

     3.1.   ENVIROMENTAL MANAGEMENT SYSTEM 

CityTex Company have established standard environmental management system that minimum consists of the following elements: 

  • Our system for the respective company’s environmental considerations and environmental policy.
  • Having our concrete strategy for competence in the field of environment.
  • Applying EU Procedures for implementing the Contract in an environmentally sound manner 

CityTex Company refers periodically to the company’s quality or environmental management system in accordance with ISO 14000, EMAS, or other equivalent third party approved systems.

     3.2.   PACKAGING RECYCLING 

NATO contractors (manufacturer or importer, like CityTex Company is) who uses packaging is a member of a return arrangement at the time of the contract, or fulfil the obligation through their own return order with their own final disposal order where the packaging is handled in an environmentally sound manner.

  4.  CORRUPTION PREVENTION 

(Council of Europe’s Criminal Code on Corruption of 27 January 1999 and the    Additional Protocol of 22 January 2003) 

CityTex Company have implemented measures and have processes in our business that will prevent corruption and impact trading. 

Measures or systems that the CityTex Company can prove to have taken to prevent corruption like as: 

  • Establishment of internal control 
  • Preparation of ethical guidelines 
  1. Creation of an alert channel and the like

     

 5. CORPORATE GOVERNANCE 

CityTex Company have taken the necessary steps to implement the requirements of this Annex and incorporate the requirements within all of its operations and integrate the stated requirements into its business philosophy. 

CityTex Company assumes responsibility for all matters relating to these ethical rules of a leader within the CityTex Company’s organization. 

CityTex Company complies with these requirements as a condition for all agreements entered into with subcontractors. These agreements obligate subcontractors’ compliance with all the requirements in this annex and participate as a Subcontractor in the Contractor’s internal or other control activities as needed. 

   6. COMPLIANCE 

     6.1.   DOCUMENTATION 

At Purchasers request, it is documented that the NATO Ethical Requirements to all Contractors is respected. The following documentation is accepted: 

  • A report from the CityTex Company documenting ethical requirements have been met. 
  • An independently prepared report on working conditions at the production site(s). Information about the inspection method and the identity of the inspector is required 
  • Relevant certification of the CityTex Company. SA-8000 or equivalent standard 

     6.2.   INSPECTIONS 

The Purchaser and his authorized representatives reserve the right to inspect periodically all production and storage areas used by the CityTex Company, including all production and storage areas used by subcontractors. 

     6.3.   BREACH OF RESPONSIBLE ETHIC RULES FOR CONTRACTORS 

In the event of a violation of the NATO Ethical Requirements, CityTex Company shall take necessary corrective action within a period agreed between Purchaser and CityTex Company. The agreed deadline should not be longer than 3 months.
